İlköğretim Okul Müdürleri ve Öğretmenlerinin Görüşlerine Göre Ders Denetiminin Müdür ve Müfettişlerce Yapılmasının Değerlendirmesi / Evaluation of Lesson Inspection by the Principal and Inspector According To the Opinions of Primary Education Principals and Teachers

The purpose of the current study is to make a comparison of the advantages and disadvantages of the conduct of course inspection by school principals with the advantages and disadvantages of the conduct of course inspection by inspectors on the basis of the opinions expressed by primary school principals and teachers on the subject. The participants of the current study are 4 teachers and 4 school principals working in primary and middle schools located in central district and surrounding districts of the city of Muğla in the 2017-2018 school year. The convenience sampling method, one of the purposive sampling methods, was used in the study. The data of the study were collected by using a semi-structured interview form and as a result of the content analysis of the collected data, 14 category and 35 cod gathered under 4 themes were determined. According to the results of the study, the advantages of the conduct of course inspection by school principals include their getting to know the teacher better during the process, their observing different states of teachers, their making teachers feel obliged to come to the class as prepared and their making greater contributions to teachers who are in the same branch as the principal, while its disadvantages include their not making professional contributions to teachers in general, their not being objective, their being incompetent in course inspection techniques and types, their workload’s negatively affecting their inspection. On the other hand, the advantages of the conduct of course inspection by inspectors include teachers’ receiving professional contribution from competent inspectors while its disadvantages include their not being able to offer sufficient professional assistance and guidance, their conducting control-based inspection, their lack of professionalism required by inspection and their not being clear on evaluation criteria.

Bu çalışmanın amacı, ilköğretim kurumlarında çalışan öğretmenlerin ders denetiminin okul müdürleri tarafından yapılmasının olumlu ve olumsuz yanları ile eğitim müfettişleri tarafından yapılmasının olumlu ve olumsuz yanlarının karşılaştırmasını yapmaktır. Bu araştırmanın katılımcıları, 2017-2018 eğitim- öğretim yılında Muğla ili merkez ilçe ve çevre ilçelerinde bulunan ilk ve ortaokullarda görev yapan 4 öğretmen ve 4 okul müdürüdür. Araştırmada amaçlı örnekleme yöntemlerinden biri olan kolayda örnekleme tekniği kullanılmıştır. Katılımcı dört okul müdürü erkek; yaşları 40 ile 59 arasında olup, dört okul müdüründen ikisi 15-30 yıl, diğer ikisi 30-40 yıl mesleki deneyime ve üçü lisans, biri yüksek lisans derecesine sahiptir. Dört öğretmenden üçü kadın, biri erkek, yaşları 40 ile 55 arasında; 20-35 yıllık mesleki deneyime sahipler ve hepsi lisans derecesine sahiptir. Nitel araştırmalar temelinde olgu bilim deseninde yapılan görüşmeler sonucunda elde edilen bilgilerle içerik analizi yapılmış; buna göre 4 tema altında 14 kategori ve bu kategorilere bağlı toplam 35 kod belirlenmiştir. Çalışmanın sonucuna göre okul müdürlerinin ders denetimi yapmasının olumlu yanlarında; öğretmeni süreç içerisinde daha iyi tanıdıkları, öğretmenlerin farklı durumlarını gözlemledikleri, öğretmenleri derse hazırlıklı kıldıkları, kendi branşı ile aynı olan öğretmene mesleki katkı sundukları; olumsuz yanlarında ise öğretmenlere genel olarak mesleki bir katkı sunamadıkları, objektif olamadıkları, ders denetimi teknikleri ve türleri konusunda yetersiz oldukları, iş yükünün denetimi olumsuz etkilediği; eğitim müfettişlerinin ders denetimi yapmasının olumlu yanlarında, yetkin eğitim müfettişlerinden mesleki katkı aldıkları; olumsuz yanlarında ise yeterince mesleki yardım ve rehberlik sunmadıkları, kontrole dayalı denetim yaptıkları, mesleğin gerektirdiği profesyonelliğin yeterli olmadığı, değerlendirme ölçütlerini açık etmedikleri, anlık performansı ölçtükleri ortaya çıkmıştır. Bu araştırma sonucunda Milli Eğitim Bakanlığına öneriler sunulmuştur.
