Türk Eğitim Sisteminde Eğitimde Fırsat Eşitliğine Kuramsal Bakış: Roller ve Sorumluluklar

Abstract

Bu makalede, Türk eğitim
sisteminde sunulan fırsatların eşitlik bağlamında kuramsal ayrımı ve
değerlendirilmesine olanak sağlamak amaçlanmıştır. Amaç kapsamında öncelikle
eşitlik, fırsat eşitliği ve eğitimde fırsat eşitliğinin temel özellikleri ortaya
koyularak kavram ayrımı sonucu eğitim ortamında eşit uygulamanın değil olması
gerektiği kadar uygulamanın olması kuramsal çıkarımına varılmıştır. Dolayısıyla
eğitimde fırsat eşitliğini sağlamanın ekonomik nedenlerinin başında eğitimin
bileşeni olan aile gelmektedir. Ailenin eğitim giderlerini karşılayabilmesi
eğitim sistemi içerisinde tarafların rol ve sorumluluklarının fırsat
oluşturabilmesine bağlıdır. Sonuç olarak, devlet tarafından yapılan harcamalar,
ekonomik olarak fırsat eşitliğinin sağlanması için devletin uygulayacağı gerek
merkezi gerekse yerel yönetimler tarafından izlenen sosyal politikaların
yanında, toplumsal olarak bilinçlenmeyi sağlayacak eğitim politikalarının
geliştirilmesi gerekliliği ön plana çıkmaktadır.
