İktisadi Kriz Karşısında ‘Sürdürülebilir’ Refah Devleti

Abstract

İktisadi
kriz ile refah devleti (RD) arasında konjonktürel bir ilişki vardır. 2008 krizi,
RD’ye olan ihtiyacı yeniden artırmıştır.  Dünyada mevcut her RD (Anglosakson,  korporatist, ve İskandinav tipi) model
uygulandığı iktisadi sistemin bir eseridir. Ancak hepsinin ortak özelliği, en
az düzeyde sosyal güvenlik, sosyal yardım ve hizmetleri sunmasıdır. İktisadi
krizlerin sosyo-ekonomik eşitsizliklere yol açmak gibi ciddi dramatik sonuçları
vardır. Bu yüzden RD’nin daha etkin ve sürdürülebilirlik yaklaşımıyla
uygulanması gerekmektedir. RD’nin ‘sürdürülebilir’ özellik taşıyabilmesi için
istikrarlı hükümetler, cömert Keynesçi bütçeler ve ekolojik üretim-tüketim zorunludur.
Neoliberal politikaların etkisi altındaki küresel dünyada RD’ye karşı bazı
çekinceler varolabilir. Türkiye, AB’ye tam üyelik için “Avrupa Sosyal Şartı”na
göre sosyal politikaları sürdürmekte ısrarlı olmalıdır.
