This study, primarily draws a theoretical framework about the topics of public policy and civil society and then examines the historical development and structural characteristics of the Russian Civic Chamber. In the final part of the study, the reflection of the structure of Russian Civic Chamber on the implementation is evaluated and the success of the model is questioned.
