Opinions of Education Directors About MEBİM (Ministry of National Education, Center of Communication) 147 Within the Context of Accountability
Abstract
Education, as any kind of facts, situations and processes in which a person finds himself with the effort of discovering and exalting his potential always needs a good control mechanism. In this context it is of high importance for education leaders to be accountable to the school community. As a matter of fact the Ministry of National Education created information and communication centre by means of information and communication technologies to ensure accountability, effective problem-solving and prompt response for the problems encountered, which may facilitate obtaining information regarding all the services provided by the Ministry such as education. The aim of this study is to enable school managers to assess the existing situation and challenges which emerge during the implementation of MEBİM. In this sense a group of twenty education managers performing at different level of schools in Beylikdüzü, İSTANBUL were involved in the research. The thoughts of the participants have been grouped under two themes as ‘process‘ and ‘reflections’. Based on research findings; it is observed that subthemes application, notifications, users and assessment under the heading of the “process” theme; perception, individual and profession sub-themes along with the main theme “reflections” are highly adopted themes by the training directors. It was determined that the perception of training directors with respect to ‘MEBİM’, i.e., Communication Centre of Ministry of National Education, vary based on operational process, operators, applications, individual and social impacts as well as evaluations and that their overall perception is negative.

Abstract
İnsanın kendi potansiyelini keşfetme ve yüceltme gayretiyle kendini var ettiği her türlü olgu, durum ve süreçler olarak eğitim her zaman iyi bir denetim mekanizmasına ihtiyaç duymaktadır. Bu bağlamda eğitim ve okul liderliğinin okul toplumuna karşı hesap verebilirlikleri büyük önem arz etmektedir. Nitekim Milli Eğitim Bakanlığı bilgi iletişim teknolojileri ile hesap verebilirliğin sağlanması, yaşanan durum ve sorunların etkin ve hızlı bir biçimde çözüme kavuşturulması amacıyla Bilgi İletişim Merkezini kurarak, eğitim ve öğretim başta olmak üzere Bakanlığın sunduğu tüm hizmetlerle ilgili bilgi alınabilmesini amaçlamaktadır. Bu çalışmanın amacı MEBİM uygulaması ile ortaya çıkan durum ve sonuçların eğitim kurumları yöneticileri gözüyle değerlendirilmesini sağlamaktır. Araştırmanın çalışma grubunu İstanbul ili Beylikdüzü ilçesindeki farklı tür ve düzey okullarda görev yapan 20 eğitim yöneticisi oluşturmaktadır. Eğitim yöneticilerinin MEBİM ile ilgili görüşleri 2 tema altında gruplandırılmıştır. Araştırma bulgularına göre; yöneticileri ‘süreç’ teması ile uygulama, bildirimler, kullanıcılar ve değerlendirme; ‘yansımalar’ teması ile algı, birey ve meslek alt temaları yüksek düzeyde benimsenen temalar olarak görülmektedir. Eğitim yöneticilerinin MEBİM ile ilgili algılarının işleyiş süreci, uygulayıcılar, uygulamalar, bireysel ve sosyal etkileri ile değerlendirmelerine bağlı olarak değiştiği ve genel algılarının olumsuz yönde olduğu saptanmıştır.
