Abstract
Okul müdürleri, okulda çalışan öğretmenlere istenmeyen davranışlar karşısında 657 sayılı Devlet Memurları Kanunu’nun 126. maddesine göre uyarma, kınama ve aylıktan kesme cezalarını verebilir. Okul müdürlerinin; okulun düzenini korumak, verimli bir çalışma ortamı hazırlamak, çalışanların huzurunu sağlamak, çatışmaların yönetimi ve sorunların çözümü için bu yaptırımları uygulama yetkisi vardır.
Amaç: Bu araştırmanın amacı, okul müdürlerinin öğretmenlere verdiği disiplin cezalarına ilişkin okul müdürlerinin görüşlerinin incelenmesidir.
Yöntem: Nitel araştırma yöntemlerinden durum deseni ile gerçekleştirilen bu araştırmada, amaçlı ölçüt örnekleme yöntemiyle belirlenmiş muhakkiklik yapan 34 okul müdürü ile yüz yüze görüşmeler yapılmıştır.
Bulgular: Katılımcı okul müdürlerinden elde edilen bulgulara göre okul yöneticiliğinin ek bir görev olarak icra edilmesinin disiplin soruşturmalarında karar alma sürecini olumsuz yönde etkilediği görülmüştür. Katılımcı okul müdürleri, disiplin cezalarının uygulanması sonucu yönetici-öğretmen ilişkilerinde sorunlara neden olduğunu belirtmekle birlikte sadece gerekli durumlarda disiplin cezalarının uygulanması gerektiğini ifade etmiştir. Ayrıca katılımcılar, disiplin cezalarıyla ilgili uygulanan politikaların gözden geçirilmesi ve bu görevin daha çok kendileri dışında konunun uzmanları tarafından yapılması gerektiğini belirtmişlerdir.
Özgünlük: Literatür incelendiğinde, Türkiye’de eğitim alanında müfettişlerin soruşturma görevine ilişkin birçok çalışma yapılmış olmasına karşın okul müdürlerinin öğretmenlere verdiği disiplin cezalarına ilişkin az sayıda çalışmanın olduğu görülmektedir. Bu araştırmanın eğitim yönetimi ve denetimi literatürüne katkı sağlayacağı düşünülmektedir.

THE OPINIONS OF SCHOOL PRINCIPALS REGARDING THE DISCIPLINARY PUNISHMENTS GIVEN BY SCHOOL PRINCIPALS TO TEACHERS
Abstract
School principals can give warnings, reprimands and deductions from salaries for undesirable behavior to teachers working at school, in accordance with Article 126 of Civil Servants Act No. 657. School principals; it has the authority to apply these sanctions to protect the order of the school, to prepare an efficient working environment, to ensure the peace of the employees, to manage conflicts and to solve problems.
Purpose: The purpose of the study is to examine the opinions of school principals regarding the disciplinary punishments given by school principals to teachers.
Method: In this research, which was carried out with case design, one of the qualitative research methods, face-to-face interviews were conducted with 34 school principals who were determined by the purposeful criterion sampling method.
Findings: According to the findings obtained from the participating school principals, it has been observed that the performance of school administration as an additional task negatively affects the decision-making process in disciplinary investigations. Participating school principals stated that the implementation of disciplinary punishments caused problems in the manager-teacher relations, but stated that disciplinary punishments should be applied only when necessary. In addition, the participants stated that the policies applied regarding disciplinary punishments should be reviewed and this task should be done by experts in the field other than themselves.
Originality: When the literature is examined, it is seen that although there are many studies on the investigative duty of inspectors in the field of education in Turkey, there are few studies on the disciplinary punishments given by school principals to teachers. It is thought that this research will contribute to the education management and supervision literature.
